the elements and furnishing accessories for playgrounds, for parks, public gardens or for public use, stadiums, squares etc… Benches, tables, seats, seats, benches, equipment for games, play structures, planters, bicycle racks, anti-trauma flooring, barriers, fences, chemical toilets, accessories for cycle paths, vertical signs for green areas, parking deterrents, traffic slowdowns, road signs, signs in public spaces (such as playgrounds, green areas, recreational spaces), articles for dog areas, health paths and sports training, noticeboards, shelters, canopies for platforms, poles, slats, piers, flooring, outdoor furniture for schools, offices and other public buildings.
The objectives of the CAM 2023 are defined in the National Action Plan on Green Public Procurement (PANGPP) and mainly aim to:
– Reduce environmental impacts;
– Efficient use of energy;
– Use of renewable raw materials (wood):
– Extend the useful life of products;
– Inclusivity through Universal Design.
– Enhance the greenery and the landscape;
– De-carbonisation in line with the objectives of the European Green Deal;
– Circularity in production through Ecodesign (reuse, extension of product life).
Universal Design (Universal Design for human diversity and social inclusion):
play spaces and equipment must be able to be used autonomously and safely by people who express multiple and different ways of moving, communicating and relating. The project path and the choice of equipment must include the involvement of the most representative associations of people with disabilities at a national level. Examples cited in the CAM are the creation of accessible paths, the installation of inclusive games such as basket swings, sensory panels, games with side containment walls or backrests, raised tubs for horticulture, panels for tactile recognition created with differentiated shapes , games that involve the use of the hands (such as manipulating water and sand) even while sitting in a wheelchair, as well as the inclusion of natural devices that affect the sense of smell and hearing.
Enhancement of greenery and respect for the landscape:
the 2023 CAMs provide for the reduction of land consumption, the restoration of greenery and the enhancement of the natural heritage. Examples cited are: use of turf in areas equipped for play, planting of shade plants and shrubs.
Indications for the choice of materials, more wood, less plastic and metal:
the CAM indications on the choice of materials indicate: “Recreational spaces for recreational and sporting use are mainly set up with products made from renewable natural materials (wood), possibly also deriving from recovery operations (such as for example surface areas covered with wood chips or bark, made with wood or cork granules, to offer tactile paths as a recreational activity), and comply with the provisions of the UNI EN 1176 and UNI series standards EN 1177.” “Plastic products are only allowed where the recycled plastic content is at least 95%.”
Wood and sustainable forest management:
the new CAMs indicate that the wood and wood fibers used to create the finished product must come from sustainably managed forests with chain of custody certification such as PEFC® and FSC®. The adequacy of the certifications can be verified by the contracting authorities on the FSC and PEFC public portals. A rewarding criterion is the use of local wood to save emissions due to logistics.
Wood durability:
CAM 2023 also gives indications on the durability of the wood which must be resistant to biological attacks from insects and fungi through the use of highly durable material such as Robinia without sapwood and/or coniferous wood appropriately treated to obtain a durability class equal to 1-2 in compliance with UNI TR 11456, UNI EN 351-1 standards .
The use of plastic:
Plastic products are not permitted by CAM. Plastic furnishings placed in green areas must have a recycled content equal to at least 95% of the total weight of the product or plastic component.
Other materials:
Rubber floors must contain a percentage of recycled rubber of at least 10%. Further restrictions and indications are given for concrete and metal products. Composite and non-recyclable materials are prohibited.
Ecodesign, maintenance, repair and disassembly:
all products must be durable and, if made up of multiple components, repairable. The parts subject to wear and damage must therefore be easily disassembled, removable, replaceable and separable so that they can be easily maintained to extend their life. The product technical manual must include instructions on use and maintenance and separation of materials at the end of their life cycle.
Packaging:
packaging must also be “plastic free” and be made largely from recycled and easily separable materials. Plastic in packaging is only allowed if it is made up of at least 30% of its weight from recycled material.
Product guarantees:
manufacturers must guarantee supplies for at least three years from the delivery date (excluding vandalism and accidental damage) and present a civil liability policy on products and maintenance services for at least 5 million euros.
Maintenance:
also for ordinary and extraordinary maintenance contracts for street furniture products and outdoor furniture, the operational choices must be inspired by limiting the use of materials and energy, favoring energy from renewable sources , reducing logistical routes and the use of dangerous substances. All maintenance operations must be recorded on a specific digital document “maintenance booklet”, which the supplier makes available via the Web to the person in charge of the procedure and to the director of contract execution.
Rewarding criteria:
the CAMs provide various rewarding criteria with the assignment of a greater technical score in the following cases:
– use of local wood obtained with a short supply chain with PEFC certification;
– products prepared for reuse;
– draining external flooring;
– use of recycled materials and reduction of carbon dioxide emissions in blast furnaces.
